Teacher and principal program indicators

PESB uses key performance indicators as part of their indicator-based program review (IBPR). Every two years, PESB reviews, revises, and re-approves the program indicators. Every indicator includes three componenets:

  1. Measurement: the data used to calculate the indicator;
  2. Comparison: the reference point the programs’ data are compared to; and
  3. Threshold: how different the program’s data can be before the Board intervenes to improve performance.

Teacher preparation programs indicators

Endorsement assessment scores

This indicator compares candidate endorsement area assessment scores to the statewide mean to identify whether any particular program’s candidates are below or above the threshold.

  • Measure: A program’s cumulative mean assessment scores in each endorsement area.
  • Comparison: Mean scores for each endorsement assessment over a 3-year period from each program statewide.
  • Threshold: For any endorsement area offered by an educator preparation program, if the average percentile rank of program completers is at or below the 33rd percentile statewide (-0.5 SD) for test-takers in that endorsement area, the program is flagged for possible intervention.

EdTPA scores – National

This indicator was not used for IBPR after the elimination of edTPA requirement. This indicator compares a program’s overall edTPA scores with the mean scores of all test-takers nationally in each certification area offered to identify whether any particular program’s candidates are far below the national mean in that assessment.

  • Measure: A program’s candidates’ cumulative mean scores on performance assessments in each endorsement area offered by the program.
  • Comparison: Program mean scores for performance assessments in each endorsement are over a 3-year period and national means for each endorsement area.
  • Threshold: For a program, if the combined average percentile rank on the edTPA for completers in all of the EPP’s endorsement areas is at or below the 33rd percentile statewide (-0.5 SD) for test-takers in that endorsement area, the program is flagged for possible intervention.

EdTPA scores – Washington State

This indicator was removed after the elimination of edTPA requirement. This indicator compares a program completers’ mean scores on the edTPA to all test-takers statewide in order to identify whether any particular program’s candidates are far below the statewide mean in that assessment.

  • Measure: A program’s candidates’ cumulative mean scores on performance assessments in each endorsement area offered by the program.
  • Comparison: Mean scores for each endorsement assessment over a 3-year period from each program statewide.
  • Threshold: For any individual endorsement area program offered by an educator preparation program, if the average percentile rank of program completers is at or below the 33rd percentile statewide (-0.5 SD) for test-takers in that endorsement area, the program is flagged for possible intervention.

Program’s diversity by race/ethnicity

This indicator compares the percentage of candidates identifying as people of color in the programs and the percentage of students of color enrolled in the parent institution.

  • Measure: Percentage of candidates of color in the programs, based on candidate self-report, using US Census bureau categories.
  • Comparison: The difference between the percentage of candidates of color in the programs and the percentage of enrolled students of color in the parent institution at both the undergraduate and graduate level, combined.
  • Threshold: For candidates in preparation programs, there exists a discrepancy of 20% or higher between the percentage of candidates in those programs and the percentage of enrolled students of color at all levels in the parent institution.

Completion rate by race/ethnicity

This indicator compares the completion rate of candidates who identify as people of color with white candidates to notice whether there are disproportionate completion outcomes by race / ethnic groups.

  • Measure: Percentage of candidates who identify as people of color within the expected completion timeframe.
  • Comparison: The difference between the on-time completion rates of candidates of color and their white counterparts.
  • Threshold: For candidates in all preparation programs due to complete their program in a given year, there exists a discrepancy of 15% or higher between the completion rates of any two groups of candidates, defined by race/ethnicity.

Completion rate by gender

This indicator compares the completion rate of candidates who identify with a particular gender with candidates who identify with another gender to notice whether there are disproportionate completion outcomes by gender.

  • Measure: Percentage of candidates who identify with a particular gender (male, female, non-binary) within a completion timeframe.
  • Comparison: The difference between the on-time completion rates of candidates of color and their white counterparts.
  • Threshold: For candidates in all preparation programs due to complete their program in a given year, there exists a discrepancy of 15% or higher between the completion rates of any two groups of candidates, defined by race/ethnicity.

Candidates with endorsements in identified shortage areas

This indicator signals the extent to which a programs’ candidates earn certificates in teaching roles considered statewide educator shortage areas.

  • Measure: Percentage of candidates who earn endorsements in statewide educator shortage areas: English Language Learners (ELL), Special Education (SPED), or any designated math or science area.
  • Comparison: The percentage of candidates recommended for either STEM, SPED, or ELL compared to all candidates recommended for an endorsement.
  • Threshold: Of all completers, at least 20% of completers should be in a shortage area each year.

Program completers’ employment in Washington P-12 public schools

This indicator identifies the extent to which a program’s completers are hired within Washington P-12 public schools.

  • Measure: Percentage of program completers who gained employment in Washington P-12 public schools the year following program completion.
  • Comparison: Programs’ rates of candidate placement in P-12 public schools and the teacher placement rate statewide.
  • Threshold: Using three years of aggregated program data, programs whose competitors are employed at a rate of +/-10 percentage points compared to the placement rate of all completers statewide will be flagged for possible intervention.

Program completers’ persistence in Washington P-12 public schools

This indicator identifies the extent to which a program’s completers persist for a second year, and those that persist for a third year.

  • Measure: Percentage of program completers who retained employment in Washington P-12 public schools the second year following program completion and those who retained the third year following completion.
  • Comparison: Program completer’s rates of retention from year 1 to year 2 and from year 1 to year 3 in Washington P-12 public schools.
  • Threshold: Using three years of aggregated program data, if the average attrition rate differs from the state and the local area at year one or year three by more than 2 percentage points, the program will be flagged for possible intervention.

Principal preparation programs indicators

Program’s diversity by race/ethnicity
