An approved educator preparation program must establish and maintain a Professional Education Advisory Board (PEAB). The Board participates in and cooperates with the program on decisions related to the development, implementation, and revision of each preparation program – including teacher, principal, superintendent, administrator, CTE business and industry (plan II), CTE administrator, school counselor, and school psychologist.

PEAB appointments
State rules require that each PEAB include representatives from the professional associations for each program. For specific composition requirements, see the WAC language.

Process for WEA PEAB appointments
If you are seeking to fill teacher vacancies on any PEAB, please follow the process below for securing appointments from the Washington Education Association (WEA).
The WEA annually appoints a large number of educators to serve on PEABs. Please submit all requests for appointments via WEA’s PEAB survey. In order to facilitate the appointment process, WEA:
- does take nominations from colleges and universities with recommended appointees
- will try to find appointees who meet demographics requested by colleges/universities (e.g. specific geographic region, school district, content area or level)
- will seek to identify appointees who live within a reasonable driving distance from the college / university

Process for WFIS PEAB appointments
If you are seeking to fill private school vacancies on any PEAB, please follow the process below for securing appointments from the Washington Federation of Independent Schools and submit all requests for appointments via the WFIS PEAB Request Form.
To facilitate the appointment process, WFIS:

PEAB Grant
PEAB grant funding is available for all educator preparation programs. These funds are intended to assist grantees with administrative expenses incurred by PEABs, as required by WAC 181-78A-209. Grant funds may supplement but shall not supplant funds already available to any participating agency as outlined in WAC 181-79A-131 (2)(a)(b). PESB-approved educator preparation programs may apply for PEAB grant funds annually.
2026-27 PEAB grant application details
PESB is currently accepting applications for the 2026-27 PEAB grant.
The budget period for the 2026-27 PEAB grant is for purchases and services received between July 1, 2026 – June 30, 2027. Claims can be made until September 15, 2027.
Starting from the 2024-25 academic year, the PEAB grant transitioned to the Education Grants Management System (EGMS) from the previous iGrants system. Grants are now awarded for reimbursement of expenditures and are not front funded during the application process.
Review the PEAB Administrator Handbook (revised 2026) for information about allowable and non-allowable expenditures using PEAB grant funds.
The PEAB grant application will be open until October 31, 2026. We hope this will help you access PEAB grant funds earlier, allowing you to plan more effectively for PEAB activities that may occur at the beginning of the fiscal year. Accessing the PEAB grant application
The PEAB grant application is housed in the Education Grants Management System (EGMS). All PESB-approved educator preparation program providers have a designated EGMS account administrator. Most EPPs have staff with individual accounts in EGMS, in addition to the account administrator. Only the EGMS account administrator for your organization can add new individual accounts.
Anyone with an individual account in EGMS may submit the PEAB grant application. PESB cannot create individual accounts once the organization account has been created and assigned to the account administrator.
- If the EGMS account administrator needs assistance logging into EGMS, they can contact EGMS Support at EGMS.Support@k12.wa.us.
To log in or view the EGMS account administrator for your organization (select the “Organizational Administrator” tab and search for your organization name):
- The EGMS account administrator role is assigned at the organizational level. Depending on your organization’s structure, the EGMS account administrator role may be assigned to an individual in the grants or sponsored programs office, the budget office, or within the preparation program.
- Personnel from the preparation program and the grants or sponsored programs office may need to work together to submit an application for the PEAB grant.
EGMS office hours are available to any preparation program provider for questions.

Making claims against the grant funds
After the grant has been awarded, EGMS sends a monthly notification to anyone who has “PESB Educator Preparation Programs” selected as a program of interest in their EGMS account.

During the monthly claims window (typically the first two weeks of the month, ending on or around the 15th of the month), your organization can submit reimbursement claims for expenditures incurred in the previous month. Claims are submitted through EGMS. Some organizations submit claims monthly, while others submit quarterly or at the end of the fiscal year for all expenses. Be sure to follow your organization’s fiscal policies when submitting claims.
