This page captures PESB announcements that affect preparation programs as they occur. They are also tweeted and posted on Facebook. On the 1st and 3rd Monday or each month, the announcements are emailed to PESB regular contact groups.

New Certification Policy Has Far-Reaching Impacts - Updated information 7/19/2017

House Bill 1341, now signed by the governor, is a piece of policy with far-reaching implications for educator certification in our state. 

Teachers and principals may now renew their residency certificates in five-year intervals by completing 100 clock hours. Obtaining a professional certificate is now optional.

ProTeach and National Board Certification are still available as options to obtain a professional teaching certificate. There are four remaining submission dates for the ProTeach Portfolio. The PESB will discuss and determine what, and if, any new means for attaining a professional certificate, other than National Board Certification, will exist. 

There are still 150 clock hours available for the successful completion of ProTeach, and the bonuses for National Board Certified Teachers continue to be funded. 

In addition to residency certificate renewal and professional certification, 1341 impacts a number of other certification areas, including the STEM certificate renewal requirement. Please take a look at our PESB FAQ regarding 1341 (updated 7/19/2017, 5:12 pm).

Pre-residency Certificate Status

The Office of Professional Practice (OPP) in OSPI asked PESB to create a rule for making pre-residency certification a limited certificate. With this certification status, teacher candidates will continue to be entered into the e-cert data system prior to student teaching. The Board will consider an expedited rule change to clarify the pre-residency certification status in November.

REMINDER: PEAB Information Form 2017

Thank you to those programs that have completed the 2017 PEAB Information Form. Disbursements of PEAB funds for eligible PEABs will begin in September after confirmation that the P1 and P2 reports have been submitted. For those programs who have not completed the PEAB Information Form, you will not receive any PEAB funds for 2017-18 until this form is complete.

New Renewal Option for Residency Admin Certs

The PESB has approved a third renewal option for residency administrator (principal and/or program administrator) certificate holders.  Educators who hold or have held a residency administrator certificate that expires on or before 6/30/19 may apply for a one-time three-year renewal.  This renewal provides these administrators an option for keeping their certificate current while the PESB works with stakeholders to determine a replacement for the Admin ProCert Programs. The 3-year renewal application is posted at OSPI Certification Office website along with information regarding the 2-year (Admin ProCert Program enrollment) and 5-year (not serving in the role) renewal options.

New Renewal Option for Residency School Counselor Cert Holders

At the May 2017 Professional Educator Standards Board meeting, the Board moved to allow a one-time, 3-year renewal to school counselors who hold or have held a residency ESA school counselor certificate with an expiration date prior to 7/1/2019.  This renewal is available until 6/30/2020.  The Board also moved to eliminate the requirement for professional certification program completion for school counselors and added a new continuing option.  The new renewal option allows eligible school counselors to maintain a valid certificate while completing requirements for a professional ESA school counselor or continuing ESA school counselor certificate.

May 2017 Board Meeting Action on Adding Endorsements

Following deliberation over multiple regular meetings, the Professional Educator Standards Board (PESB) revised the options available to already-certified teachers to add content area endorsements to a current teaching credential. The change creates a consistent and logical endorsement policy for both teachers, who wish to expand the courses they are eligible to teach, and districts exploring options to meet the course content and instructional needs of their students. 

The memo - May Board meeting action - Tab 11 - further describes this action by the Board. It also includes links to the meeting materials used by the Board to inform its deliberations and final decision. 

The public can find additional information on how to obtain Board meeting materials and listen to the Board's meeting discussions at its meeting by going to the PESB website (www.pesb.wa.gov) and selecting either Next / Future Meetings or Previous Meeting Materials. NES Assessment Error at Pearson

NES Customer Service is contacting educators who took the Elementary Education Subtest II between May 22nd and 27th to inform them that they were not given the correct amount of test-taking time. Those taking this exam between these dates were supposed to have been given an extra 15 minutes, but were not due to an error at Pearson. To correct this error, Pearson is 1) offering vouchers to all affected test takers and 2) waiving the re-take policy so that candidates may retest at their earliest convenience, rather than wait 30-days.
